Thanks for the info guys. I do not think I was desriptive enough. The top of the soil along the edge of the grass has a powdery red substance on it, but the little bugs are black and some of the smaller ones are a grayish color. They look like fleas but are too easy to kill. Unless I am understanding it wrong, I am under the presumption that clover mites themself are red?

I need a little more info:
How long have you had this problem?
Is your grass affected by the red powder?
Where is this occuring in relation to sun/shade area?
Are the bugs only where the red powder is or are they throughout the lawn?
What type of grass do you have?
Is your grass well maintained?(not over/under watered, cut 3-3.5", proper fertilizer schedule etc..)
Finally,
What type of weather are you having out in CA?
Hopefully this will help narrow down the problem.
