What is the best way to do this if there are tree roots in the way?
Do I need to ax them out, then level? Please help.

prolly will have to set the wall back from the tree or take the tree down and pull out the stump...problem solved.

Putting a retaining wall and building up the soil around a tree, and saving the tree, is pretty tough. Building up the soil around a tree and not taking special precautions will eventually kill the tree(sometimes takes a few years). As Chuck said, remove tree.

building walls around trees are one of the most stupid things we proffesional arborists see ...cut the roots and all your work will be wasted as the tree will die..leaving a circular brick wall !!!!..definatly do not put /build up soil around the tree again youll kill it why not put a base of concrete on the lawn /around the tree with no excavating and build the wall on top of that ..but depending on the type of tree this could be pushed up and broken due too root growth..trees dont like walls but they love wood chip mulch !! why not carefully install some plastick edging being carefull not to damage any roots thicker than your little finger and mulch the tree it will still look nice and round..without any future problems for you or the tree you dont want to be known as the landscaper who killed mrs ?? tree..and the tree will love you
