what would be the best backhoe or skid steer for digging trees hauling mulch and unloading grass and grading the lawn

Backhoe....skidsteers make a big mess, are rocky.

What kind of backhoe are you talking about? A full size backhoe or a compact tractor with loader and backhoe? If you're talking about a compact tractor with a backhoe it depends. The backhoe is good when you need it, but they just get in the way when you don't need it. For digging trees or whatever a backhoe is going to do that better, but just remember, you can always buy a backhoe attachment for your skid steer, which really would be the best choice.

fair size lots and their are about three trees to plant each lot

If you have plenty of room to manuver, a backhoe will be more powerful. You'll be able to dig faster than with a skid; however, if the lots are between houses or on the side of a busy road, seriously look into a heavier skid. You'll be able to manuver a lot better. If the trees are huge (eg 6000 lb+), you'll need something burlier than a skid -- even though many have tipping loads of ~6000 lbs, I wouldn't trust them going over curbs or on an incline. Better to be safe than sorry.
