Looks like some type of Iris to me.

Possibly Siberian Iris, assuming they just bloomed.

Is the foliage short in the winter and grows longer till blooms?

Iris reticulata or sibirica, Cantab reticulata (zone 3-10) has blue flowers among other dual colors, the siberians are more common in blues, purples and whites also present in zones 4-9

I honestly don't know. This is on a customers property and I've never seen it in the winter. This is the first year that I noticed these plants blooming. Thanks for the help. Now I have something to go on, and I'll look online.

I think it is a Siberian iris also,possibly needing some thinning? Do a search if you want to find more info, but here is a link just in case.

Jodi,
When we do our fall cleanups we usually cut them back to about 2-3 inches. By doing this you wont get all the dead leafs from last year like the one in your picture.
I dont know however if this is the correct way of treating them?
