Would this blend be safe to use on newly started grass? Had some bags donated at the airport I work at and had some new grass planted(hydroseeded) that has come up already and was wondering if this blend was safe to use?

Most "starter" fertilizers have numbers like 12-12-12 or 16-16-16. Young grass does not need high Nitrogen, and will benefit from the higher Phosphorus and Potassium levels in those products.
As far as it being "safe", I personally would not put it down at the normal rate. Perhaps 3/4 or1/2 rate would be best.
But i doubt that you would have problems with that product, as long as you don't over apply it.

Alot depends on % of slow release as to rate that would be safe to apply in early june, and the denisity and muturity of new grass!
What is the normal rate?
What is all the nitrogen sources, and how many units of each?

safe...yes. at lower rate
smart...no...buy starter fert.
personally, i wouldnt have any problem applying it. matter o fact, we dont carry 'starter fert' on our trucks but we do carry something pretty close to the 28-4-6 being mentioned here. we apply it over newly seed areas all the time
Seeing how its new, I assume its being watered regularly?
We'd apply it at a rate of 1.25 #N (4.5# product per 1000sf)
again, assuming its getting watered regularly,
