Flower question

I just picked up the maintenance on a subdivision entrance and need to plant a display of flowers. There will be two 9" circles, one on each side of the entrance.

I was thinking of Vinka, like white, pink and red, but wanted to get some other idea. I am limited to using flats of 36 plants due to the way I priced the job. I am figuring about 15 flats (total) for the two circles.

rose moss would look nice also called portulaca if you are looking for economical.we have used this alot it sold as annual but it sometimes comes back.
