I have a Hustler 320 with the heavy duty dual-trim deck. It seems that the cut quality has gotten worse with time. The center blade is producing a worse cut than the outside blades. Could it be too much deck forward tip?

Thanks in advance

I do not believe so.
You need to pull your deck covers and inspect the belts and there tension, also check the tensioner pulleys and idler arms, they could be froze up.
I would then check the spindles (with the belts off) to make sure they are moving freely and there are no bad bearings, or alot of play in them.
Also, remember this deck does have opposite rotation blades, make sure you have the right baldes on the right spindles.

Sure enough, the idler arm was frozen up and not allowing good tension on the belt. Thanks -Ryan
