what is the best way to lay rock into a border?

Here in arkansas we have a lot of sandstone type rock. hows the best way to dry lay it ...level?

any tips on laying rock that is uneven is appreciated.

First you have to strip the sod from the area the rock will lay in. Next, I spread buckshot on the surface and set the bottom layer on that. It helps to level it and eventually hardens to provide a firm base.
Set each additional level about a 1/4" back from the previous and back fill with each level. I also use 3/4" gravel at the base to aid in drainage.
With natural rock you do not have to worry about getting each stone level, that is what makes it look natural.
