Redoing my lawn

I want to redo my lawn...have been fertilizing and doing a weed& feed application for the last 2 seasons. Still not the lawn I want.
I live in VA so a fescue works best. The lawn is all sun...no trees.
I want a nice deep green lawn that is weedfree.

Should I:
Spray with Round up and reseed.

or
Slit seed it

I plan on doing something asap but want the best results. I have the equipment or will rent it...depending on whats the best way to go.

Or is there a better way to obtain a plush lawn?
