Good Early morning to everyone...

I just have two quick questions before bed time.
1) Can non-Unilock Authorized Contractors still use Unilock products commercially?
2)Tjhe book that I am reading states that you only can put a concrete foundation for bricks and not pavers... Couldn't you put a concrete foundation under pavers as well?

Sure you can put a concrete foundation under pavers. The question would why? A compacted aggragate base should be enough.

1. AFAIK, yes, "non-authorized" contractors can install Uni-locks. The certification system is, IMO, a sales tool and nothing more.

2. gvandora is right, you can put a concrete slab under pavers. I've seen it done. The only reason I would consider is though is on a very high traffic (vehicular) area, or if you could not find an acceptable sub-subbase of soil within a reasonable depth....
