If you are a legit business with professional equipment, that pays taxes, insurance and lic. I think of LCO as Lawn Care Operation. If you are a fly by the night, with a Wal-mart push mower, trimmer, and blower, that don't pay taxes or insurance and lic. I think of LCO as a LOW COST OPERATION.
