Ryobi Trimmer Has at real bounce at TDC

Hi There,
I got this Ryobi trimmer today that runs wells but has a real bounce at TDC when the starter rope is pulled .Can anyone tell me what caues this and how to fix this problem.

when you pull the rope will it try to pull back out of your hand ?
