Rear wheel is stuck on MTD 13hp 38"

I inherited a MTD Lawn Machine 13hp 38" cut lawn tractor from my dad, it's several years old, has flat tire on right rear tire, i've removed the bolt from the middle of wheel but wheel is stuck tighter then dick's hatband, the shaft appears to be pretty rusted, does anyone have any suggestions for removing wheel in order to put new tire on? Thanks in advance for your assistance.

You might try soaking the area where the shaft and the wheel meet with a good penetrating oil such as Kroil or PB Blaster. (Don't use WD-40) several times over a day or so then tap around the wheel rim with a hammer. There's a good chance that will work. Be careful pounding on the axle because it can mess up seals and bearings.
