Flatbed for small truck

I am wanting to put a flatbed on a Ford Ranger. I called around and found someone who will build it but he said that he couldn't install it for me. I have to do that myself. The reason was that federal law prohibits him from modifying certain trucks - mostly 1/2 ton and smaller - some larger. I was told that I can install it myself because it is my truck and I can do anything that I want to it.

Anyone have experience with this? I am thinking that this might be something like I can't apply pesticides to my neighbors lawn (no license) but I can do whatever I want to my lawn.

There was one for sale at home back in the fall, it went for $2000. Had a rebuilt 2.3L 4cyl. and a homemade flatbed.

You just need a helper, a good grinder, and a good welder.
