Unless you absolutely have to have a reel mower because the client is an uninformed dick, check out the Masport rotary 21" mowers. Rear drum drive, stripe well and cut at 1/2" to 2 1/12" very well. Best part is the rotary blade will cut weeds a reel mower knock over, will pick up leaves and if you ding a rotary blade - no big deal to remove, sharpen, balance and re-install.
Sorry about the delay in returning your message, I don't really watch this site much any longer.

That is the older Jacobsen PGM series of what first was chain drive and now kevlar belt drive walk behind mowers. If I were you, look for the 26" "collar" mowers verse the 18-22" greens mowers. If you are hell bent on this series of mower it HAS to be the kevlar belt driven version. The chain drive is a royal p.o.s.
Among other things, the collar mower will have a heavier front roller - spec out nylon ridged type rollers with a reel count from 7 to 9 - no higher.
Also check out the bed knife thickness - you want at least 1/2" and you need a facer plus the reel driver in order to maintain this type of mower.
