I figured out I could cut down to 2in by lowering the height of the blades. I didn't realize that the blades themselves can be adjusted from the deck. There are six 1/4in washers with the long shaft that holds the blades up and runs through the fly wheels.
I cut at 2.5in here in the spring by lifting it with only 1 C-spacer, keeping the yoke in the middle setting, and keeping 5 washers between the blades and the deck. It cuts smooth and very clean cut looking now.
