So, what clamparound meters are popular for 2-wire use? It looks like one with a bottom range less than 10 amps, having a 4-digit display, will read out to 0.001 amps. Is that good enough?

The reading produced by a conductor carrying a very low current can be increased by winding the conductor around the clamp several times.
Divide the meter reading by the number of turns, This is the current, with a nominal loss of accuracy due to inductive effects.
