I dont know why they would say that? 1/2 throttle is fine to start the pto, but i tell my guys to throttle down to an idle - or close to it, and then shut the pto off. I also make sure they understand that anybody (including myself) is walking up to there mower while there cutting, to immediately shut down the blades. safety first!
