You need a picture of the whole layout to figure out the best way to proceed...

Houses built into the hillside generally use 'crete, but even then,,, use a retaining wall a couple feet away from the house and drain away with a slope around the base,,, as though the hill wasn't there...

those walls must be holding water in the Spring that runs mildew through the interior, I would think...
Now that I know that clay's texture(platelets) has nothing to do with water infiltration, percolation, or drainage
,,, I wonder what does...
