Don't put any pre-em until the grass has grown and the thickness of the fescue is full. Pre-em will fry tiny hair roots that are feeding the plants. Let it go weeds and all till Mid-May and then use a light application of weed control. Probably T-Zone will get rid of most weeds, but something stronger will probably be needed later. After grass is growing well, switch to a good balanced fertilize with a bit heavier on the potassium (3rd number) and potassium. We want the roots to be strong. A fertilize with micro nutrients should be a priority. Look for about two years to get that carpet look and of course you'll need to irrigate somehow/someway as you will never have a beautiful lawn without a proper watering cycle.
