Yes and put it over and just slightly in front of the axle of the trailer. Too far forward will give too much tongue weight to far back and it could be a squirrely ride. 7000lbs is the recommendation by Toyota. I'd stick to that recommendation. I had an 05 F150 towing a 7k dump trailer and that trailer OWNED that truck. That's why I love having a 350 DRW with a 4995 payload. Plenty of tongue weight and payload room!! Plus that truck OWNS a fully loaded 14k dump trailer. Just be safe and stay within the limits of the truck.
