If you're wanting to start out welding I'd suggest a Hobart Handler 140. It is a good way to learn the basics of welding. Hobarts are the consumer line from Miller welders.
It would be worth while to spend the extra money and get this model. It can run on either 120 or 240. 240 volts is the better option.
As far as brands, I'd stay with Hobart. I have a handler 134 for 8 years and it is a very good machine. I wish I'd have a 220 volt. It will handle flux core and gas with ease.
