Contact the landscape managers in towns where the city hires its own crews.
Whenever I bid a leaf job, I quote a time frame (2-3 hrs, etc) and our hourly rate + disposal fee of X amount. We currently do clean ups with ultravac on exmark.
I have talked with a lot of people that would like to save money buy moving the leaves to the curb for us to pick up--demand is there. If you run the whole season advertising curbside leaf pick up I could imagine you could at least cover expenses in the first year.
