As Duekster points out, you definitely don't need to go crazy with location keywords. To further illustrate it, if you're on your home computer, hit Google and try searching for lawn care without even mentioning your location to see why.
As for only needing to use Savannah, as it's your exclusive target, your target market doesn't include Parkwood, Oakdale, etc? That's the kind of specificity I'm referring to.
