I restored an old hydro Scag that was in similar condition a couple years ago, and I used some orange Rustoleum from Home Depot and it worked great and looked very professional.

I got the 20hp Briggs Vanguard for $600 on Ebay brand new, it was my main mower all of 2012, leaves a good stripe.
