It doesn't. Best it can do is keep the water saturated ethanol in suspension so it doesn't separate out with water/ethanol on the bottom (you can shake the container and do the same thing) but you're still burning that crap and it's still corrosive. Besides, if it has phase separated it needs to be discarded. No matter what the snake oil guys claim, there is no way to remove ethanol once it is mixed with gasoline.
