Depending on where you live you will have a lot of hoops to jump through to do that. You are affecting flood plains, creek channels, lay of land, and reducing, increasing, or stopping water flow down stream. Talk to the local authorities, a civil engineer, and then come on here and ask for tips on how to effectively complete the plan that was given to you.
