One Prolocker doesn't even come close to satisfying the containment rules. The equipment must be secured against movement forward, rearward, laterally and vertically. All 1 Prolocker keeps from moving is one tire.

The intent of the law is not to keep the equipment attached to whatever is carrying it in the case of a vehicle collision or accident. If that were the case then the attachments would have to be able to withstand impacts in excess of 100 G's. The intent of the law is to keep the cargo from shifting and possibly causing an accident. None of the required attachments is required to provide more than 1 G of force.
