Use sketchbook pro....
Sure I use sketchbook pro and take a pic with the ipad and then create a layer with the pictures, here is how:
1. Take pic with ipad or use a better camera and import it into sketchbook pro.
2. in the upper right corner choose the layer button and make 2 layers.
3. Make the picture you took one layer and adjust the opacity to 50%.
4. Then use the other layer to draw over the top.
It works awesome and here is an example:
