Most states no longer allow the use of the term "gallon" in describing plant sizes because in commerce it is a specific volume and the bureaus of weights and measures were getting their panties in a bunch over it. You may have noticed that most nurseries are using #1, #2, #3, #5, .... rather than the term "gallon".
