While you are doing all of this also make sure you are getting battery voltage at the single wire coming from the machine to the regulator. Check voltage at the battery and then at that wire. Should be very close. If not start checking the wiring on the machine. This would be with engine off and key on.
I have sold a number of Kawasaki regulators to people, but I rarely ever put one on in the shop. Usually its a wiring problem on between the engine and battery.
