Over 250 people attended the coveted The Colorado Ethics in Business
Alliance (CEBA) Awards Luncheon at the Hyatt Regency Convention Center in downtown Denver on Friday, April 12,2013, in what was an unforgettable celebration of ethical practices and behaviors of Colorado community companies, individuals and organizations. The CEBA Awards Event is an annual, high-profile gala ceremony showcasing the best of practices of groups and individuals focused on ethical operating standards for the success of their organizations.
The keynote speaker for the event, Immediate Past Superintendent of Aurora Public Schools John Barry spoke on “The Intersection of Ethics Across Business, Government and Education.” Barry said: “I am pleased and honored to be taking part in this year’s CEBA Awards ceremony, celebrating the achievements of some real role models in our community. This is a great chance to recognize their valuable contribution to citizenship and to Colorado life.”
CEBA Board Chair Doug McLemore said: “Let me congratulate all those nominated for this year’s Awards for Ethics Excellence. “They, like other heroes in communities up and down Colorado, are the heart of our state and inspirational role models for future generations

The three awards presented at this year’s annual ceremony are the Bill Daniels Business Ethics Award-sponsored by the Daniels Fund; the Samaritan Institute Award for nonprofit groups, and the Daniel L. Ritchie Award for individual contribution to ethical performance. Each of the Awards recognizes successful organizations that demonstrate a commitment to sustainability, a proven record of ethical conduct, and socially responsible business practices, all of which extend beyond what is expected or required in the recipient's area of influence. The three winners this year are- Walker Manufacturing of Fort Collins, successful, entrepreneurial business, for the Bill Daniels Business Ethics Award; Bayaud Enterprises, Inc., represented by David Henninger, recognized community supporter of helping others in need, of Denver, for the Samaritan Institute Award and Bob Cote, long time, driving force behind step 13 (sic) in Denver, for the Daniel L. Ritchie Award. Dean Walker, Vice President of Walker Manufacturing summarized the feelings of all recipients when he said “Ethical behavior is not only the right thing to do, but also the best course for the success of the enterprise.”
The Colorado Ethics in Business Alliance (CEBA) Ethics Index
In addition to awarding the three ethics awards, CEBA also announces the results of the annual CEBA Ethics Index. Each year CEBA computes an Index that reflects the overall ethical business climate in Colorado.
The Index uses the number of complaints issued against seven business sectors, from Professionals such as Attorneys and Medical Doctors, to Para-Professionals, Brokers/Agents, Insurance companies, Public Utilities, small businesses and trades. Within the seven sectors are 38 sub-sectors. The complaints are then turned into a positive indication of the number of companies and individual professions that have few if any complaints. Information sources include The Colorado Supreme Court (for Attorneys), The three Better Business Bureau offices in Colorado (for small businesses) and mainly the Colorado Department of Regulatory Agencies (for all other sectors).
The first year, 2008, was set as the base year and the Index was fixed at 100.0. So, similar to the Cost of Living Index, each ensuing year can easily be compared to the base year and all years in between. In 2012, the overall Index computed was 99.0. The Index in 2009 was 99.9, followed by 100.7 in 2010 and in 2011 it was 98.3. This year2013 the Index reaches a record high of 101.6.
The “Best in Class” was the Public Utilities sector which had an average Index of 107.5 from four sub-sectors. All sectors improved since last year. Only one sector was below 100.0 and that was Trades with an Index of 99.6. The “darling of improvement” came from the Auto insurance subsector that had an Index of 68.9 last year but this year was the best in class with an Index of 139.4.
The CEBA board approved using measurable criteria, repeatable year after year, from information available in the public domain. The data should reflect some measure of ethical conduct from a basketful of professions and companies sufficient to provide a statistically sound result similar to the statistics used by polling companies. The basket of identified sources reflects a similar process used to compute the annual Consumer Price Index with which we are all familiar. The committee decided to use seven varied business sectors consisting of professions, agents, small businesses and trades that were closely monitored by professional organizations and/or governmental regulating and licensing agencies. The seven sectors entail thirty-eight subsectors that amount to some twelve percent of the state population, which assures a very sound statistical base. Unfortunately, we rarely find “good deeds” reported in recurring documents, but “Complaints” do so. Therefore, we use a mathematical formula that changes complaints to non-complaints much as changing lemons to lemonade! We set the first year calculation for all indices at 100 and use the same factor each year to compute a new index to see if it gets better (higher) or worse (lower).
Award Selection Process-
CEBA conducts a yearlong search for nominees for the three awards from communities across Colorado. After receipt of this extensive list of nominees, Undergraduate and MBA students from the University of Colorado Colorado Springs and the University of Northern Colorado research, interview and evaluate the prospective candidates, based on the stated requirements of each award, as part of a class project. The students then prepare written reports on each of the potential finalists. Finally, a diverse group of community members from the State then evaluate the companies/organizations/individuals based in the students’ reports and select a winner for each of the three award categories.
