Following up on a quote doesn't make you look desperate. In fact I think it shows the professionalism and maturity of your business.
Recently I have requested 3 quotes for 3 different projects at my house and I always lean towards the ones that follow up on their quote with a call or maybe additional information about he project. I see it as the business having their act together.
There are numerous reasons why a customer might not call back after a quote. I Wouldn't automatically assume they went with someone else. Sometimes a customer might contact 1 or 2 people and see who calls them back. I tend to do this with my own projects. To me it shows that the company is interested wants my business. I never view it as a company being desperate.
