Bury the down spout extension. Dig a beveled trench next to the walk approximately 4" deep and 4" wide. When installing new mulch you can step down and sort of lock the mulch in place. Some will still wash out in a downpour but not much. Can use landscape timbers, plastic or steel edging( just make sure it is high quality. Some boxwoods around that box may look good and they are relatively low maintenance. Another option is dwarf lorapetlums but they are very high maintenance in terms of trimming
