The problem nowdays with composted manure is that the farmers use sand as bedding,,, and it sounds as though you have enough sand... Rather than getting even 10% sand and whatever the 40% mystery dirt might be in your mix, you might look instead with pure compost... that will do the most work in the thin layer you are talking about...
Now that I know that clay's texture(platelets) has nothing to do with water infiltration, percolation, or drainage
,,, I wonder what does...
