Fertilizing Newly Over-seeded Lawn

I just dropped some perennial rye seed on my lawn yesterday in attempts to add some green to the lawn. The current Tall Fescue-Blue Grass mixture, is well established but suffers from an over concentrated home made liquid fertilizer, and I am trying to make it green ASAP. I was previously torn between choosing to add rye seed for quick green up OR just adding synthetic granule fertilizer for green up.

I chose to drop the rye seed but now im wanting to know if I can add fertilizer soon in additional attempts so green up my lawn. If so, what specific type of fertilizer will promote the fastest green-up and when will it be safe to do so.
