Dealing with horsetail

This year we took on a new commercial maintenance account. On the property is a large embankment that is mulched with weed cloth (cheap box store type) and has a number of large shrubs and three perennial groupings. It also has a lot of horsetail. In the past, the property owner, through their previous maintenance contractor had someone come in a spray to get rid of the weed. Unfortunately, it is a very difficult area to use a herbicide since the weed is growing around the bases of many of the shrubs so it will always come back. This season, they have been paying us to come in every 2 to 3 weeks to hand weed the bank which, by season's end will cost them a considerable amount of money, plus within a few days it looks like we weren't even there. I am trying to come up with a plan to mitigate the horsetail weed on a more long term basis. One option I am considering presenting is planting some type of groundcover in the area that will essentially cover up whatever horsetail grows. Does anyone have any suggestions that will grow well and hide? Any experience with similar situations?
