Low head drainage is a totally different animal than is a weeping valve. You described a weeping valve in your post.

When one terminates the supply and the head quits leaking, you reinstate the supply and the head begins to leak again. The valve is weeping.....Finding the valve and fixing it would be the best solution.

Or you can replace all of the heads with SAMs, which will work, unless the pressure exceeds the check and they still leak.
