In a practical sense--it may be too big to cover with straw. So use plenty of seed--enough so that the birds can't eat enough to make any difference. You may wish to drag or lightly rake the newly planted seed to work it into the top quarter inch of soil. You must have good seed to soil contact. This might help to protect from birds also.

Apply the seed with a fertilizer spreader. Rotary spreader is slightly easier.
