if the water is flowing - usually the pipes will not freeze (at 27-degrees).
Water freezes when it's not flowing.
With old houses, when it gets really really cold, they will open the faucets a little and allow the water to steadily trickle to keep the pipes from freezing.
So probably everything is fine.
