I don't have any employees and thats the way I like it, but I just can't see paying anyone $15 per hour starting wage, unless he comes equipped with a CDL, has a few years of experience running a crew, and you have a crew ready that he can run. Maybe after some time, $15 would be ok, but not a starting wage.
