Spruce browning - Rhizosphaera ?

I have a small spruce that is browing badly at the bottom. Is this Rhizosphaera? How can this be treated or does she need replaced?

looks like sunburn or maybe spider mite damage. when did it start to turn brown like that? also how much shade does that receive during the day? and if it was me i would replace it with something other than dwarf alberta spruce.

It gets sun about 6 hours a day. If the browning wont come back to green then yes im going to replace with something else. I have 3 of these in a row and there not doing to well. There planted in a very shallow rocky area so I am sure that has something to do with it.
