Fertilizer Registration in Florida

I'm new to the process of registering fertilizer products and I am finding it difficult to obtain approval for our organic label in Florida. They are indicating that if our NPK does not add up to a certain percentage then we must not include the NPK but label it Ready To Use. I've read through there rules and regulations and don't see this information standard listed anywhere. Is anyone a pro at registration? Would you be willing to help me out by giving me advise?
