Hot pour rubber on concrete?

Well I received a call from a company with a concrete parking lot. I am not sure how old the lot actually is but when I pulled in I had to do a double take because I couldnt tell if it was asphalt or not. It has settled in a few spots and has quite a bit of weeds growing thru the expansion joints as well as all the large cracks.

My question is: Is it an acceptable practice to fill the cracks (both natural and expansion joints) with hot pour rubber crack filler? AND Since this lot is so old and doesnt even look like concrete anymore would it be a wie decision to seal this lot with coal tar sealer?

We have filled expansion and routed cracks in concrete with hot pour crack-filler for both UPS and FEDEX and other less known clients.
As far as using coal tar or asphalt emulsion over concrete It has always reminded me of Murphy`s law. If you did not want it to be there it would last forever. I have done it but I try to discourage it.

Will not last on the concrete. Used CT on sidewalk last year and it didn't last but a few months. Only did it because we did parking lot and owner wanted walk done.
