Vole damage?

Does this look like vole damage to you? I've never dealt with them before. I have a Bradford Pear in my backyard about 10 ft. away from the damaged area and something has been digging around the trunk of it as well. There is also a compost pile near the damaged area as well.

With out seeing it in person it does look like Vole damage to me. This type of damage is noticed mostly after winter.
