Fruit/pecan trees for growing

My father ask for fruit trees every year as he is attempting an orchard. The only local place is a home improvement center that only gets them in stock during the spring.

My question is can you plant these in the fall and winter while the soil is damp? Is there a good online vendor that sells I. Very small quantities?
