Too rich soil.

I have been recently asked to come out to evaluate several properties for organic lawncare, and the soil test showed so much nutriant I feel it might be un-wise to fertalize. These are both older neighborhoods, there is a wonderful amount of sand in the soil, which is usually all clay here, organicly very rich, this soil is black, and beautifull. However the Ph is between 3.5 to 5.5 throughout the lawn, should we core aerate and lime only? Root depth is only strong to 2" with a few showing to 3" and this sod was laid aprox. one year ago.
