Help Needed --- 2cycle cultivator

[GPAW]

I have a 31cc Yard Machine 2 cycle cultivator --- tried to start it this
weekend.

Would not allow me to pull the stater cord at all.

Whats up with this one?

Remove spark plug, try to pull
Remove pull starter, try to turn engine
Remove engine.try to turn engine
If all are no-go's
The engine is locked up
