Toro 2 cycle 21" repair cont

I finished putting together one Toro 21" by from the existing: all but cranshaft, from the 4 year older one: the crankshaft and I bought new rings. Underneath, I used the BBC from the other one, because the spindle that went on the shaft first, would move freely if I used that one. The problem is, now it starts up and runs, but whenever I try to engage the blades it dies. In the crankshaft, I put the two clips into the bar above it, and then the governor from the outside that goes in, I put that above the circle thing that those 2 clips are in. I did not have a book and the pictures on Toro.com were hard to see. Its model 22043 and numbers 10 and 11 that I am talking about on the crankshaft assembly page. Help is appreciated, mowing hills is hard with a homeowner model.
