How to get started in lighting?

Do you need to be in some way certified to install these lighting fixtures? I would think so just because you are dealing with electricity, high or low voltage it still seems like you would need to be certified. Are you simply getting power through an outdoor plug or are you actually wiring something in? Sorry about the newbie questions but I really think this could be popular in my area. Thanks for any feedback
